تقوم هيئة فولبرايت الثنائية في مصر ووزارة التعليم العالي بالتوقيع على اتفاق يوم 20 يونيو 2010 فى الساعة 11:00 صباحا لوضع برنامج جديد - وعنوانه " برنامج فولبرايت - البعثات " - من شأنه إرسال 15 من طلبة الدراسات العليا المصريين المتميزين لمتابعة دراسات الدكتوراه في جامعات مرموقة في الولايات المتحدة. وسيتم التوقيع في وزارة التربية والتعليم العالي. وسيقومم بالتوقيع كل من الدكتور بروس لوهوف ، المدير التنفيذي لهيئة فولبرايت ، والدكتور محمد جابر أبو علي وكيل أول وزارة التعليم العالي للشؤون الثقافية والبعثات. ستشهد السفيرة سكوبي سفيرة الولايات المتحدة لمصر والدكتور هاني هلال وزير التعليم العالي علي التوقيع وتقديم الملاحظات الموجزة.

ستبدأ أول منحة للطلاب في إطار البرنامج في عام 2011. سيقدم البرنامج تمويلا يصل إلى ثلاث سنوات من الدراسة الأكاديمية للطالب الواحد ، وذلك بتكلفة إجمالية تقدر ب 2,740,000 دولار أمريكي. علي الطالب الذي يكمل دراساته بموجب المنحة أن يلتزم بالعودة الى مصر للعمل لصالح المجتمع المصري ومجتمعه المحلي.

للتأهيل للمشاركة في البرنامج ، لابد للمتقدم أن يكون حاصلا علي الماجستير أو درجة مماثلة ، ويكون تابعا لجامعة وطنية مصرية (بما في ذلك جامعة الأزهر) أو مؤسسة بحثية تشرف عليها الوزارة ، ويحمل الجنسية المصرية ، ويكون على استعداد لمتابعة دراسات الدكتوراه في أحد المجالات التالية : تحلية المياه والموارد المائية ، الأغذية والزراعة ، وتكنولوجيا المعلومات والاتصالات ، علوم الحياة ، والطاقة الجديدة والمتجددة ، وتكنولوجيا الفضاء وتطبيقاتها.



وستكون هيئة فولبرايت مسؤولة عن تسجيل الطلبة واستعراض أوراقهم واختيارهم للبرنامج. كما ستعمل بالتعاون مع الهيئات المعاونة في الولايات المتحدة ،مثل هيئة أمديست ، لتسجيل كل طالب في مؤسسة مناسبة ، ومراقبة أدائه الأكاديمي. وستتحمل وزارة التعليم العالي جميع تكاليف البرنامج ، بما في ذلك السفر والتعليم والصيانة والبدلات والنفقات غير المباشرة.

Cairo – The Binational Fulbright Commission in Egypt and the Ministry of Higher Education will sign an agreement on June 20 at 11:00 a.m. to establish a new program that will send 15 distinguished Egyptian post-graduate students to pursue doctoral studies at prestigious universities in the United States. The signing will take place at the Ministry of Higher Education.

The contract will be signed by Dr. Bruce Lohof, Executive Director, BFCE, and Dr. Mohamed Gaber Abou Ali, First Undersecretary for Cultural Affairs and Missions, Ministry of Higher Education. U.S. Ambassador Scobey and the Minister of Higher Education, Hany Helal will witness the signing and make brief remarks.

The first grants to students under the program, entitled the “Fulbright-Missions Program,” will commence in 2011. The program will fund up to three academic years of study per student, at an estimated total cost of $2,740,000. Any student who completes his/her studies as an FEM grantee must commit to returning to Egypt to work for the benefit of the Egyptian society and his/her community.

To be eligible for participation in the program, applicants must hold a M.S. or similar degree, and be affiliated with an Egyptian national university (including Al Azhar University) or a research institution supervised by the Ministry, hold Egyptian citizenship, and be prepared to pursue doctoral studies in one of the following fields: Desalination and Water resources, Food and Agriculture, Information and Communication Technology, Life Sciences, New and Renewable Energy, and Space Technology and Applications.

The Fulbright Commission will be responsible for the recruitment, review, and selection of students. Together with its U.S.-based cooperating agency, AMIDEAST, the Commission will enroll each student at an appropriate institution, and monitor his/her academic performance. The Ministry of Higher Education will bear all costs of the program, including international travel, tuition and maintenance, allowances, and indirect expenses.
