Yes , this sentence is correct . It really does express the second conditional type after the omission of " if
The original sentence before if omission will be :
If I had to go out , I would ask my father

In conditionals, you can apply inversion only as follows

should in 1st conditional
were in 2nd conditional
had in 3rd conditional

some Egyptian revision books wrote the above sentence and we hinted earlier that it is absolutely WRONG

It could be corrected as Mr. mosaad1966 said
