أري أن الأجابة would have been وذلك للسبب الأتي:
معنى الجملة يحتم أن يكون الزمن المستقبل التام future perfect حتى مع عدم وجود حرف الجر by
فنحن نستخدم المستقبل التام لنقصد أن الفعل سيكون قد تم في هذا الوقت من المستقبل
وإن كانت الجملة ينقصها by للتأكيد أنها لابد أن تكون مستقبل تام فأري أن الفعل promised قد قام بنفس وظيفة by فهى وعدت أنها بحلول الغد ستكون بالمنزل

هذا مجرد رأي شخصى لا يستند إلى قاعدة واضحة ولا أعتقد أساسا أن كان صواب انه جال بخاطر واضع السؤال
وانما الأجابة التي لا خلاف عليها هى would be لذلك فهذا السؤال به خطأ وحتما بإذن الله سيلغى أو ستوزع درجته.
