The state gives top priority to the social dimension in all developmental and economic policies, giving special care to those brackets in need of economic subsidy and social protection without distinction.

The year 2007 witnessed an increase in the number of beneficiaries of the social security pension, amounting to 908, 000 families. The Cabinet decided to increase pension to LE 80-100 per month instead of LE 50-70. The scholarships value was doubled from LE 20 to LE 40 per month for every child with a minimum limit of 5 children for every family. The number of the beneficiaries' of the female breadwinner programs and the producing families' projects and those obtaining loans hit 1, 5 million with an increase of 500,000 families. The year 2007 also witnessed adopting special measures aimed at helping the Egyptian families, including reconsidering rationing cards system so that other basic commodities such as sugar can be better subsidized.

In this respect, the state is fully aware of the fact that legitimacy of rule emanates from the ability to provide essential services for all citizens, improving quality of life, raising the standard of living and indicators of human development given that man is the main pivot, maker and target of development.

The state gives outstanding attention to the family and its various members, i.e. children, women and the elderly, being the social cell that shoulders a major burden in the development process.

Youth Care


Egypt possesses a substantial human capital, especially within the 20-45 age group. This young age group accounts for 65 percent of Egypt's total population. Therefore, chance is quite opportune to bolster the development process through falling back upon such young hands and new minds in all fields. It is the youth that will take over the responsibility for building Egypt's future.

First: Youth

Youth is the nation's backbone; the generation that will determine Egypt's competitiveness worldwide. The more we offer them care, interest, training and develop to enhance their physical and intellectual capabilities, the higher the nation rises in the future. Therefore, the state dedicates great attention to this broad and significant sector through:
The International Summit on Youth Employment:

The Ministry of Youth participated in organizing the International Summit for Youth Employment. The Conference was held on September 7-9, 2002, in cooperation with the Alexandria Library, under the guidance and in the presence of Mrs. Suzanne Mubarak together with 45 ministers. The conference aimed to exchange experiences with youth from other foreign countries in employment issues and ways to combat un-employment. An action plan on youth employment worldwide during the 2003-2012 period was proposed.

Mubarak National Project for Young Graduates:

The number of beneficiaries from Mubarak National Project for Land Acquisition showed 45,833 young men, placed in possession of 230,000 feddans.
The Ministerial Committee for Mega National Projects agreed to appropriate LE 900 million over the next four years in order to provide utilities and infrastructure facilities to the young farmers and young graduates working in Toshka.

Youth Housing:
The project was carried out on three phases that started in 1995. The project benefited more than 80,000 families, the project aimed to help alleviate the burdens of young graduates by providing them with opportunities to obtain housing units at affordable prices.

In the framework of the state's commitment to provide health services and medicine to all citizens, especially the unprivileged categories, the health sector has made major achievements in this respect.

First: Health Care
Health Services
The State works on ensuring that all citizens get equal access to the integrated health care services. Accordingly, this section includes data on the following subjects:

(1) Medical Services are provided by medical units affiliated to the Ministry of Health, authorities, other ministries and the private sector. These data is tabulated according to the number of hospitals, medical units, beds and pharmacies in each governorate.
(2) Production from vital drugs and vaccines.
(3) Treatment of citizens inside& outside Egypt, at the gov. expense.
(4) No. of physicians, pharmacists and nursing staff belonging to the Ministry of Health. ln addition to No. of Employees working at the Ministry of Health.

Investments in Health Service Sector:
Investments implemented in the health service field during (2004/05) reached approx. LE 2.4 billion, of which LE1.7 billion were implemented by the government and economic agencies accounting for 70.8 percent of total investments allocated for this program. Investments allocated for health care (2005/06) hit LE 2.5 billion.
Egypt spends 3.7 percent of its gross domestic product on health including treatment costs 22 percent incurred by citizens and the rest by the state.

Health Services Indicators in 2002/03:
- Number of public and central hospitals mounted to 387.
- Number of rural hospitals mounted to 1192.
- Number of beds at the Ministry of Health hospitals mounted to 170,000.
- Vaccination coverage for children aged 12 months reached 98 percent.
Expenditure on Health
- Wireless coverage of emergency and intensive care units were extended to 27 governments.
- Number of basic care health units mounted to 4680 comprising health offices and integrated hospitals.
- A national blood transfusion center has been established and is now operating in Cairo, in addition to seven regional centers in governorates.
- Thirty blood transfusion centers have already been revamped and outfitted countrywide, while the upgrading of 16 other centres is underway.
- Fifty outfitted blood donation and distribution vehicles to governorates have been provided.
- Number of physicians mounted to 145,000 of whom 58,829 are MOH-registered.
- Number of dentists mounted to 18,200 of whom 7.631 are MOH-registered.
- Number of pharmacists mounted to 37,500 of whom 4,345 are MOH-registered.
- Number of nursing staff reached 176,000 of whom 93,931 are MOH –registered.

Health Insurance:
The state is keen on extending health insurance coverage to include non-insured new categories. The total number of the insured beneficiaries reached 37.300 million, of which about 27.92 million under laws and a number of 11.208 million insured child under ministerial decrees, showing an insurance coverage of about 51.6 percent of Egypt's population.

State-financed Medical Treatment:
- Number of decrees issued in 2005 providing for state-financed medical treatment rose at an average of 5 percent compared to 2004, with 1.397 million cases treated during 2005 against 1.386 million in 2004.
- A number of 5,000 state-financed medical treatment decrees are issued daily.
- State-financed medical treatment expenses mounted to LE 1,568 billion during 2005 against LE 1,567 billion in 2004



Childhood Welfare


Childhood welfare in Egypt has witnessed a remarkable progress in recent years. The document "The First Decade (1990-2000) for the Egyptian Child Welfare" was issued, and the National Council for Childhood and Motherhood was established. In the year 2000 the document "the Second Decade for the Protection and Welfare of the Egyptian Child" was issued.

This document concluded that Egypt needs to maintain the same momentum embarked in the first decade for preserving the status of the child in the core of the national plans of development in the domains of education, health and the cultural and social development.

-Rates of providing vaccinations to 12-month children (98%) in 2003/2004.

- Rates of dropped children mortality dropped from 70 to every 1000 newborns until 1981 to 22 to every 1000 newborns until 1991.

-The 128 Motherhood and Childhood centers provide pre-birth childbirth and childbirth services before the school age.

-Non governmental organizations (NGOs) provide noticeable efforts of setting up incubators and child care centers.

As for kindergarten in Egypt:

-Number of 4-6 year children reaches about 3 million children.

-Total enrolment in the kindergarten stage is estimated at 469.942 children at 13 % of 4-6 year children. NGOs and the private sector absorb half of the enrolled children in this stage.

-Numbers of enrolled children of this stage are distributed in 15580 kindergarten classes, whether in government or private schools, at an average of 30 children in one class.

- As for the social care provided by the state, a suitable environment for the Egyptian child to practice cultural and artistic activities is made available by the project of the child libraries that started in 1985. The project was expanded and the number of libraries reached 708 in the year 2004, which offer services to 83651 children.

- For spending children leisure time in a sound and scientific way and under artistic and educational supervision by specialists, children clubs were started and they reached 492 clubs, and about 61017 children make use of these clubs. Besides, the state set up 63 children gardens which were used by 378640 children until June, 2004.

- In the framework of child care in the countryside, 22 centers at the republic level were established for developing children skills, and 1100 children benefited from their services

وتعطي الدولة اولويه قصوى الى البعد الاجتماعي في جميع السياسات الاقتصادية والتنمويه ، مع ايلاء عنايه خاصة لهذه الأقواس في حاجة الى الدعم الاقتصادي والحمايه الاجتماعية دون تمييز.



عام 2007 شهد زيادة في عدد المستفيدين من معاش الضمان الاجتماعى لتصل إلى 908 ، 000 اسرة. وقرر مجلس الوزراء زيادة المعاشات التقاعديه ل80-100 جنيه شهريا بدلا من 50-70 جنيه. وبلغت قيمة المنح التى تضاعفت من 20 جنيه إلى 40 جنيه شهريا عن كل طفل مع حدا ادنى من 5 اطفال لكل اسرة. عدد المستفيدين من الاناث المعيل وبرامج الاسر المنتجة 'تلك المشاريع والحصول على قروض تصل الى 1 ، 5 مليون دولار بنسبة زيادة قدرها 500000 الاسر. عام 2007 شهد ايضا اعتماد تدابير خاصة تهدف الى مساعدة الأسر المصرية ، بما في ذلك اعادة النظر في منظومة بطاقات التموين حتى السلع الاساسية الاخرى مثل السكر ويمكن ان يكون افضل معانه.



وفي هذا الصدد ، فان الدولة تدرك تماما حقيقة ان شرعيه الحكم ينبع من القدرة على توفير الخدمات الاساسية لجميع المواطنين ، وتحسين نوعية الحياة ورفع مستوى المعيشة ومؤشرات التنمية البشريه نظرا لان الانسان هو المحور الرئيسي ، وصانع الهدف من التنمية.



اولا : الرعايه الاجتماعية



ضمن إطار السياسات الانماءيه ، وأهم الانجازات التي تحققت خلال 2005/06.



1 -- الاسرة والطفولة :

وتعطي الدولة المعلقه الاهتمام بالاسره ومختلف اعضائها ، اي الاطفال والنساء وكبار السن ، كونها الخلية الاجتماعية التي اكتاف عبئا رئيسيا في عملية التنمية.



رعايه الشباب





مصر تمتلك كبير رأس المال البشري ، لا سيما في اطار الفئة العمريه 20-45. هذه الفئة العمريه الشابة لحسابات 65 في المئة من إجمالي سكان مصر. وبالتالي ، فرصة مواتية جدا لتعزيز عملية التنمية من خلال العودة الى تلك التي تقع في أيدي الشباب وعقول جديدة في جميع الميادين. ومن الشبابية التي ستتولى المسؤولية عن بناء مستقبل مصر.



اولا : الشباب



الشباب هو العمود الفقري للأمة ؛ الجيل الذي سوف يحدد القدرة التنافسيه لمصر فى جميع انحاء العالم. الاكثر نقدم لهم الرعايه ، والاهتمام ، وتطوير التدريب لتعزيز القدرات الماديه والفكريه ، وكلما ارتفعت الامة ترتفع في المستقبل. ولذلك فإن الدولة يكرس اهتماما كبيرا لهذا القطاع واسعة وهامة من خلال :

مؤتمر القمة الدولي بشأن عمالة الشباب :



وزارة الشباب وشارك في تنظيم القمة الدولية لتشغيل الشباب. وقد عقد المؤتمر على 7-9 ايلول / سبتمبر ، 2002 ، بالتعاون مع مكتبة الاسكندرية ، تحت ارشاد وفي حضور السيدة سوزان مبارك جنبا الى جنب مع 45 وزراء. المؤتمر يهدف الى تبادل الخبرات مع شباب من بلدان اجنبية اخرى في قضايا العمالة وسبل برنامج الامم المتحدة لمكافحة عمالة. خطة عمل لتوظيف الشباب في جميع انحاء العالم خلال الفترة 2003-2012 كان المقترح.



مبارك المشروع القومي لشباب الخريجين :



عدد المستفيدين من مبارك المشروع القومي لاقتناء الأراضي واظهرت 45833 الشبان ، وضعت في حوزة 230000 فدان.

اللجنة الوزاريه للمشروعات الوطنية العملاقه ، واتفق على 900 مليون جنيه المناسبه على مدى السنوات الاربع المقبلة من اجل توفير المرافق العامة ومرافق البنية الأساسية لصغار المزارعين وشباب الخريجين يعملون في توشكى.



إسكان الشباب :

ونفذ المشروع على ثلاث مراحل والتى بدأت فى عام 1995. المشروع استفاد اكثر من 80000 اسرة ، ويهدف المشروع الى مساعدة في تخفيف أعباء شباب الخريجين عن طريق توفير الفرص لهم للحصول على وحدات سكنيه بأسعار معقولة.



في اطار التزام الدولة لتوفير الخدمات الصحية والدواء لجميع المواطنين ، وخاصة الفئات غير صاحب امتيازات ، والقطاع الصحي جعلت انجازات كبرى فى هذا الصدد.



اولا : الرعايه الصحية

الخدمات الصحية

وتعمل الدولة على ان تكون لجميع المواطنين الحصول على فرص متكافءه للحصول على خدمات الرعايه الصحية المتكامله. وبناء على ذلك ، يتضمن هذا الجزء بيانات عن الموضوعات التالية :



(1) وتقدم الخدمات الطبية والوحدات الطبية التابعة لوزاره الصحة ، والسلطات ، وغيرها من الوزارات والقطاع الخاص. هذه هي بيانات مبوبه وفقا لعدد من المستشفيات والوحدات الطبية ، والصيدليات سريرا في كل محافظة.

(2) الانتاج من الحيويه والادوية واللقاحات.

(3) معاملة المواطنين داخل و خارج مصر ، في زاويه. حساب.

رقم (4) من الاطباء والصيادله والتمريض والموظفين المنتمين الى وزارة الصحة. الأشعار القانوني بالاضافة الى عدد الموظفين العاملين في وزارة الصحة.



الاستثمارات في قطاع الخدمات الصحية :

الاستثمارات المنفذة في مجال الصحة خلال خدمة (2004/2005) الذي تم التوصل الىه تقريبا. 2،4 مليار جنيه ، منها 1.7 مليار جنيه نفذتها الحكومة والهيئات الاقتصادية ، والمحاسبه ل70،8 في المئة من اجمالي الاستثمارات المخصصه لهذا البرنامج. الاستثمارات المخصصه للرعايه الصحية (2005/2006) بلغ 2،5 مليار جنيه.

مصر تنفق 3،7 ٪ من ناتجها المحلي الاجمالي على الصحة بما فيها تكاليف العلاج 22 في المئة التي يتكبدها المواطن والباقي من الدولة.



مؤشرات الخدمات الصحية في 2002/03 :

-- عدد من المستشفيات العامة والمركزية التي شنت على 387.

-- عدد من المستشفيات الريفيه التي شنت الى 1192.

-- عدد الاسرة في وزارة الصحة الى المستشفيات التي شنت 170000.

-- التغطيه باللقاحات للاطفال الذين تتراوح اعمارهم بين 12 شهرا بلغت 98 في المئة.

الإنفاق على الصحة

-- التغطيه اللاسلكيه في حالات الطوارئ ووحدات العنايه المركزه ومددت الى 27 الحكومات.

-- عدد من الرعايه الصحية الاساسية الى 4680 شنت وحدات تضم مكاتب الصحة والمستشفيات المتكامله.

-- المركز الوطنى لنقل الدم قد انشئت وتعمل الآن في القاهرة ، بالاضافة الى سبعة مراكز اقليميه في المحافظات.

-- مراكز نقل الدم والثلاثين وقد تم بالفعل بعد تجديده وoutfitted البلد ، في حين ان رفع مستوى 16 مراكز اخرى يجري حاليا.

-- خمسون outfitted للتبرع بالدم وتوزيع المركبات على المحافظات وقد قدمت.

-- شنت عددا من الاطباء الى 145000 منهم 58829 هي مسجلة في وزارة الصحة.

-- شنت عدد من اطباء الاسنان الى 18200 منهم 7،631 هي مسجلة في وزارة الصحة.

-- شنت عددا من الصيادله الى 37500 منهم 4345 هي مسجلة في وزارة الصحة.

-- عدد من موظفي التمريض وصلت 176000 منهم 93931 هي مسجلة في وزارة الصحة.



التأمين الصحي :

وأكد حرص الدولة على توسيع نطاق تغطية التأمين الصحي لتشمل غير المؤمن فئات جديدة. اجمالى عدد المؤمن عليهم المستفيدين وصلت 37،300 مليون دولار ، منها حوالي 27،92 مليون دولار في اطار القوانين وعدد من 11،208 مليون طفل مؤمن عليه بموجب القرارات الوزاريه ، مبديا التغطيه التامينيه لحوالي 51،6 في المئة من سكان مصر.



تمولها الدولة العلاج الطبي :

-- عدد من المراسيم التي صدرت في عام 2005 لتوفير تمولها الدولة العلاج الطبي ارتفعت بمتوسط 5 في المئة مقارنة بعام 2004 ، مع 1،397 مليون دولار خلال عام 2005 حالات تعامل ضد 1،386 مليون دولار في عام 2004.

-- عددا من 5000 تمولها الدولة العلاج الطبي المراسيم الصادرة يوميا.

-- تمولها الدولة نفقات العلاج الطبى التى شنت جنيه الى 1568 مليار جنيه خلال عام 2005 مقابل 1567 مليار في 2004







رعايه الطفولة





رعايه الطفولة في مصر قد شهدت تقدما ملحوظا في السنوات الاخيرة. وثيقة "العقد الأول (1990-2000) لرعايه الطفل المصري" وصدر ، والمجلس القومي للطفولة والامومه انشئ. في عام 2000 وثيقة "العقد الثاني لحمايه ورعايه الطفل المصري" صدر.



هذه الوثيقة خلصت الى ان مصر في حاجة الى الابقاء على نفس الزخم شرعت في العقد الأول من أجل الحفاظ على مكانة الطفل في قلب الخطط القوميه للتنمية فى مجالات التعليم والصحة والثقافة والتنمية الاجتماعية.



- معدلات توفير اللقاحات الى 12 شهرا الاطفال (98 ٪) في 2003/2004.



-- انخفضت معدلات وفيات الاطفال قد انخفضت من 70 لكل 1000 مولود حتى عام 1981 الى 22 لكل 1000 مولود حتى عام 1991.



- 128 ، والامومه والطفولة وتقدم المراكز قبل الولادة والولادة والولادة الخدمات قبل سن المدرسة.



- المنظمات غير الحكوميه (المنظمات غير الحكوميه) تقدم ملحوظ بجهود إقامة حاضنات ومراكز رعايه الاطفال.



اما بالنسبة لرياض الاطفال في مصر :



- عدد الاطفال من 4-6 سنوات يصل الى قرابة 3 ملايين طفل.



- اجمالي القيد في مرحلة رياض الاطفال بمبلغ 469،942 الاطفال في 13 ٪ من الاطفال 4-6 سنوات. المنظمات غير الحكوميه والقطاع الخاص على استيعاب نصف من الاطفال المسجلين في هذه المرحلة.



- عدد الاطفال المسجلين في هذه المرحلة وتوزع في روضة 15580 الطبقات ، سواء في المدارس الحكوميه او الخاصة بمتوسط 30 من الأطفال في فئة واحدة.



-- اما بالنسبة لمؤسسات الرعايه الاجتماعية التي تقدمها الدولة ، وبيئة ملائمة للطفل المصري لممارسة الانشطه الثقافيه والفنية هي التي يتيحها المشروع للمكتبات الاطفال التى بدأت فى عام 1985. وتم توسيع نطاق المشروع وعدد من المكتبات وصلت 708 في سنة 2004 ، التي تقدم خدمات ل83651 الاطفال.



-- للاطفال إنفاق وقت الفراغ في الطريقة السليمه والعلميه والفنية والتعليميه تحت اشراف اخصائيين ، وكانت اندية بدأت الاطفال وصلوا من 492 النوادي ، وحوالى 61017 طفل الاستفادة من هذه الاندية. الى جانب ذلك ، انشأت الدولة 63 حديقة الاطفال التي كانت تستخدمها 378640 طفل حتى يونيو ، 2004.



-- فى اطار رعايه الطفل في الريف ، و 22 مركزا على مستوى الجمهورية وانشئت لتطوير مهارات الاطفال ، والاطفال 1100 واستفاد من خدماتها
