Sorry sirs,
HE is correct. It refers to Fritz von Tarlenheim. His relative (an uncle) owns the country house and that`s why he (Fritz) was asked if they could use it (to be near the real king`s prison in the castle of Zenda in a plan to save him) and he (Fritz) agreed.

لى ملحوظتين على الكلام يا مستر عصام:
1- ان الجملة الموجوده فى النص مش مجهول بل معلوم لذلك نسبتها الى فريتز
2- لم يعط النص اهتماما ولو جملة قالها صاحب المنزل

وطبعا حضرتك عارف ان احنا مطالبين بنص المدرسة وليس النص العالمى و حضرتك ذكرت فى ردك الاتى

You`re right about the active - I read it 'was asked'

In that case "He" is also correct and it refers to Fritz`s relative, not Rudolf

Firstly, I didn`t look at any other edition in dealing with these sentences.
Secondly: step by step
- Who has a country house?
- Who doesn`t often visit the house?
- Who would Fritz ask to take permission?
- Who agreed?
The answer to all these questions is HE = Fritz`s relative

If still not convinced,
What does He in "He does not often visit the house" refer to?
Surely to the nearest person, relative of Fritz - not Fritz himself
What does He in "He happily agreed" refer to?
Also, the answer to both questions is HE = Fritz`s relative

When I said "you`re right", it meant I was wrong. I read it in the passive at first.
