there is not any kind of relationship between the use of too .. to and used to. In a question like yours the two sentences are supposed to give the same meaning. I mean the sentence with too ....to and that with used to. Thanks a lot, mahmoud hassanin

He used to drive when he was calm or not nervous .

he used to be too nervous to drive

He used to be very nervous so that he couldn't drive
