The sentence is totally correct as shown below:
Women are plural so this noun should talk the verb are
The adverbial phrase "on purpose" can be replaced in any part in the sentence
The verb paid should be past participle because it is preceded by verb BE as it is passive
25% is correct
less is a comparative form so it should be followed by than
The sentence is a fact so the passive voice should be in the present as shown "are paid"
I think you are mistaken; it is not incorrect
