The phrase means "this is the best it can be" or "it can't get any better." It can be positive, negative, or neutral, depending on the context.
An example of a positive context: You rush out of the house in the morning, afraid you'll be late for work. But a bus comes right away, it's nearly empty, the bus is new and clean, the streets are nearly empty, and you get to work five minutes early! That's as good as it gets. Can't be better!
A negative context: Again you're leaving the house going to work, perhaps on time today. But the streets are unusually crowded, your bus is late, and when it finally comes it is packed and you can barely get on. But you know there will be no other bus for at least twenty minutes, so you have to suffer and take this one and be stuck in traffic. That's as good as it gets. An
