ما رأيكم use or uses ؟
 
أنظر الى هذا الجزء من الوحدة التاسعة الدرس الرابع صفحة 48 من كتاب الصف الثاني الاعدادي وقول رأيك هل هتكون use أم uses الكلمة هنا فاعلها a quarter of وأعتقد أن هذا مفرد - هل توافقوني

In The Grammar Book by Celce-Murcia and Larsen-freeman (1983), one of the general rules of subject-verb agreement is described as follows:

"Fractions and percentages take the singular when they modify a mass noun and the plural when they modify a plural noun; either the singular or the plural may be used when they modify a collective noun." (pp.38-9)

Ex:
One-half of the toxic waste has escaped.
Fifty percent of the toxic waste has escaped.
Two-third of the students are satisfied with the class.
Sixty-six percent of the students are satisfied with the class.
One tenth of the population of Egypt is/are Christian.
Ten percent of the population of Egypt is/are Christian.

Fractions (¾), percentages (%) and other parts of a whole follow normal countable/uncountable rules.

Countable nouns

Three-quarters of the building was destroyed.
Seventy-five percent of the buildings were destroyed.
Some of the boys have left.
.................................................. ......................
Uncountable nouns (always singular)

Half of the wine comes from France.
Some of the wine is bad.

Like many nouns of this kind, whether population is considered singular or plural tends to depend on whether the population is being considered collectively or as individuals and/or whether the compliment is singular or plural, e.g.

The population of Newton is behind me.

The population of Newton are a load of idiots.

Nearly 25% of the population is Muslim.
The word population is a collective noun that can take either a singular or plural verb, depending on the intention of the author. The intention here is to indicate that this percentage represents a single group.

A number of is followed by a plural verb, but the number of is followed by a singular verb
So, "A very small number of people in Egypt were" is correct

Subject-verb agreement is generally quite straightforward in English. Check any handbook for the general rules. However, with subjects that introduce the idea of quantity, some additional rules of thumb are needed. Here are a few that are useful for academic writing.
With fractions, percentages and indefinite quantifiers (e.g., all, few, many, much, some), the verb agrees with the preceding noun or clause:

With a singular or non-count noun or clause, use a singular verb:

-One-third of this article is taken up with statistical ****ysis.
-Much of the book seems relevant to this study.
-Half of what he writes is undocumented.
-Fifty percent of the job is routine.
-All the information is current.
With a plural noun, use a plural verb:
-One-third of the students have graduate degrees.
-Many researchers depend on grants from industry.
-Half of his articles are peer-reviewed.
-Fifty percent of the computers have CD-ROM drives.
-All the studies are current.
With a collective noun, use either a singular or a plural verb, depending on whether you want to emphasize the single group or its individual members:
-Half of my family lives/live in Canada.
-All of the class is/are here.
-Ten percent of the population is/are bilingual

Yes, it's correct as " a number of ........." takes a plural form of verb
