can ever and never be used in the same sentence
for example : i hane never seen such a terrible accident ever
if so can anyone tell me the rammar refrence where i can find the explanation

There are phrases that say: never ever / hardly ever and not .... ever

but otherwise I don`t think it is possible except in a very informal way (in spoken English).
