الحل هو will لانه توقع اوتنبؤ وليس حقيقه علي وشك الوقوع او نيه لعمل شيء في المستقبل فلو كانت كذلك كنا اخترنا be going to

The answer is " be going to"because it expresses prediction of the future based on evidece at the present time like the the cloud which make you expect rain.
