near as i think should be followed by a place
i live near the station
he lives nearby

احنا ممكن نقول كده:

على اساس ان هما الاتنين صفات adjectives
وكمان ينفع اقول
a house near the school
لانها تنفع تكون حرف جر preposition بمعنى قريب من
وتقدر تستخدمها قبل صفة كـ adverb بمعنى nearly
he was near dead when the doctor came

الاستخدام التانى لـ nearby هو انها تكون adverb of place
I looked for a petrol station nearby
