Hey, Mr Essam. You are now casting doubt on the same sentence I thought of before. That guy mentioned in the text lives in Tanta, but he sometimes visits Cairo where he hardly hears sirens. This means he hears sirens in Cairo,and this is the correct answer .

The writer used a parenthetical sentence to state that he is Cairene
He lives in Cairo and he has hardly hears sirens
