He thus appeared as a champion of public control over government policy.When he was elected to the Assembly in 1913 – 14 he was not only appointed its vice – president but managed within the few months before the Assembly was prorogued sine die to establish himself as the leader of the oppositionto the government and , by implication , to the British government which stood behind it . Moreover , in that first modern election campaign in Egypt , Saad Zaghlul ran successfully on a platform of greater Egyptianization of the administration . During the five months of the legislative session (22 January to 17 June 1914) , Zaghlul was undoubtedly the leader of secularly educated members who not only took such projects as drainage.
