ولكن اخترناها 'for لأنها وردت كذلك في كتاب المدرسة p.87وإلى حضرتك إجابة لونجمان على هذا السؤال
"He didn't apply for university." (Sec 2 SB page 87) Is it correct or it should be "apply to university"?

The sentence is correct. Either for or to can be used here when talking about a university position. Please see LDOCE.
