if you please our teacher: a set of+singular or plural
concerning the "function question" does it depend on speaker a or speaker b or both of them
sorry for any inconvenience and thanks in advance for your time and effort

A set of is often used with plural nouns
Consider the following examples

The doctor said that he hadn't seen this particular set of symptoms before
We need to establish a new set of priorities

However, "a set of" is sometimes followed by certain non-count nouns such as cutlery and underwear
We bought Charles and Mandy a set of cutlery as a wedding present

Source: Cambridge Advanced Learner's Dictionary

The function depends on both speakers
