firstly, i didn`t look at any other edition in dealing with these sentences.
secondly: Step by step
- who has a country house?
- who doesn`t often visit the house?
- who would fritz ask to take permission?
- who agreed?
the answer to all these questions is he = fritz`s relative

if still not convinced,
what does he in "he does not often visit the house" refer to?
surely to the nearest person, relative of fritz - not fritz himself
what does he in "he happily agreed" refer to?
also, the answer to both questions is he = fritz`s relative
