"Lift" is the correct choice with "mist", although I would probably use "clear" (I realise that wasn't one of your choices).

I find "It's become safe for driving" rather unnatural. I would expect to see "It's become safe to drive". Also, the tenses are a little muddled and there should be either a full stop or a semi-colon, not a comma.

It became safe to drive; the mist had lifted.
It was becoming safe to drive; the mist was beginning to lift.
It's become safe to drive; the mist has lifted.
