Set a firerefers to the actual igniting of the fire, for example, when you put a match to something to make it start burning. You can set a fire deliberately or accidentally. You can also say light a fire.
Make a fire refers to gathering and piling fuel (usually wood) and starting to make it burn. You can also say build a fire for this sense.
