Have to" and "must" have the same meaning in the affirmative and interrogative forms when referring to obligation. Just to give you an idea between "must" and "have to" Have to - often a rule from an authority, an absolute obligation, no choice (you have to present your passport at Immigration). It could be called an "external" obligation. Must - an obligation which comes from you or someone ie parents say ! you must clean your teeth, you must do your homework.
