Question tags are usually based on the verb in the main clause unless the main clause has a verb expressing the speaker's opinion (believe, doubt, think). Please see here and here.
In the sentence You are not suggesting we do nothing, the main verb suggest is not a verb of opinion. Therefore the tag is based on the main verb. And since there is an auxiliary verb (are) in the statement, the tag is based on that.

You are not suggesting we do nothing, are you
You suggest we do nothing, don't you


(2) Yes, you can add shall we here: What about going for a walk, shall we?

(3) I don’t think he will win the match has the same meaning as I think he won’t win the match. It is more natural to negate think than the verb in the subordinate clause. Again, when the main verb is a verb of opinion, the tag is usually based on the second verb. But here negation in the main verb controls the polarity of the sentence, and the tag is positive.

I don't think he will win the match, will he?
I don't think question tags are easy, are they?

Here is another way to look at this: I don't think he will win the match really means It is my opinion that he won't win the match. Then base the tag on that underlined clause
