The answer:
1- I have almost no money.
2- Unless the mechant had been cautious, he would have lost all his money
3- In spite of his patience,he had no intention of waiting for three hours .
4- If he apologized, I wouldn't forgive him
5- That to repair that old TV is pointless.
6- Unless you were learned and experienced, there would be no place for you

They are both adverbs but there is a difference between them
Scarcely means almost not at all while rarely means not very often
consider the following example
He rarely studies at night = this means that he studies at night but not very often
He scarcely studies at night= this means we are almost certain that he doesn't study at night
