We can present alternatives in indirect questions with " whether or not" , but we don't use "if or not", except by putting " or not " at the end of the question:

بتطبيق القاعدة على جملة الإمتحان :

He asked me whether or not I had written the report.

Or

He asked me if / whether I had written the report or not.
