Opened here means was openedتم إفتتاحه.
If we use started, then what did it start (there`s no object). There must be an object in this sense, like when we say: it started moving/its journey, etc.
In the conversation on TB P.118 line 13. It says:
The first line opened in 1989

I think my brother will be a doctor. He`s very clever. The book used WILL based on THINK (though there`s an evidence). I agree with you that this is controversial

Cross out IF and use WHEN (the meaning fits, so it is ZERO).
