You're right
But "I'm Cairene" doesn't only mean that he behaves like Cairenes. It really means that he is from Cairo and so he behaves like Cairene people

Well, Mr Essam
"I'm Cairen" can only mean he behaves like Cairens if it (the sentence) is used as a main clause after "When"clause - like the following:

When I am in Cairo, I'm a Cairene. I don't turn either.
(Note the fullstop here)
But the writer wrote it as follows:

When I am in Cairo, I'm a Cairene , I don't turn either. I hardly hear a siren there.
(See that it is a parenthetical sentence to give additional information)

Without the parenthetical sentence it reads:

When I am in Cairo, I don't turn either.
