عززى الفاضل نستخدم when اذا كانت الجمله ماضى بسيط اما فى حاله المضارع التام نستخدم How long
اذا اردنا استخدام How long مع الماضى البسيط تكونHow long ago

we can use the present perfect whether in the affirmative, negative or interrogative to refer to past experiences (without saying when
So, we can say1- I've come here before. 2- when have you come?

It's a comparison between When+past simple and How long +present perfect .So whenever you use When+past simple,you can use How long +present perfect
It didn't say that when+present perfect is a mistake
Who told you that there 's a mistake?
Is it a mistake to say: Wherw have you been?
