According to Dictionary.com:

"As an adjective or pronoun meaning “not either,” neither is usually followed by a singular verb and referred to by a singular personal pronoun: Neither lawyer prepares her own briefs. Neither performs his duties for reward. When neither is followed by a prepositional phrase with a plural object, there has been, ever since the 17th century, a tendency, especially in speech and less formal writing, to use a plural verb and personal pronoun: Neither of the guards were at their stations. In edited writing, however, singular verbs and pronouns are more common in such constructions: Neither of the guards was at his station."

So in your example, since you do use the prepositional phrase "...of them (pl)...", "has" would be the preferred, more formal usage, but "have" would be an acceptable, if less formal, alternative.

I had wondered the same thing about the usage of the word "none". Is it "none is" or "none are"? Turns out that when "none" is used in the sense of "none of several" (as opposed to "none of a commodity", when it is always treated as singular), then the plural usage sounds more natural and is therefore preferred. So one would say "Although many were pretty, none were beautiful".

طبعا الاستاذ جواد عوض شرحها شرح وافى و بالادله
و كمان معى دليل من كتاب Cambridge - English Grammar in Use موجود فى المرفقات
أما بالنسبه للطالب فى سؤال الاختيارات لو عملها مفرد تكون صح و لو عملها جمع فهو اجاب وفقا للمعلومه فى كتاب المدرسه فى صفحه 25 اللى حضرتك اشرت اليها
و لا ايه رأى الاساتذه؟

It goes without saying that ( you ) is treated as plural

consequently , it is inappropriate in this utterance or other to say

you has

لان الضمير you يعامل معاملة الجمع سواء كان يشير الى مفرد مذكر او مفرد مؤنث او جمع مذكر او جمع مؤنث
وفى هذه الحالة فان القاعدة لا خلاف عليها لان المتحدث امامه فردان يخاطب كلا منهما ب you وبالتالى فالمفرد هو you
وبالتالى تاخذ have مع المفرد وتكون القاعدة سليمة
اقصد ان اصل الجملة كان

ولا يجوز باى حال ان نقولها n
neither you nor you has done anything
الفكرة التةى اقدها ان You تعامل معاملة الجمع فى الافراد والجم

التوضيح الذى وصل إليه زميلنا fero8fero واضح جدا فذا يدل على تذوقه اللغوى العالى
فعلا استخدام have فى هذا السياق استخدام مفرد لأنه بطبيعة الحال لا يمكن استخدام has معها
وبالتالى فالقاعدة التى نعرفها لم تخالف

فكلمة you هنا للجمع وتعنى you both أو you all حسب ما إذا كان المخاطب (مثنى أو جمع)
وكلمة have هنا المفروض أن تكون مفرد وطبعا هى مع you التى تعود على شخص واحد فقط من المخاطبين

According to Longman English Grammar by L. G. Alexander

After NEITHER, when the reference is plural, we can use a plural verb in everyday speech, or a singular verb when we want to sound "correct" or formal

What does that mean?

Grammatically speaking, it means that originally we use a singular verb after Neither.

When we say: "Neither Ali (SINGULAR) nor Omar (SINGULAR) is happy.", we mean not Ali or Omar, individually.

There's an expression that says: neither one thing nor the other
