Actually, I'd say that both answers are correct. Neither have I? is mostly heard in British English, whereas "neither do I? is mostly heard in American English. Compare: We have a car, haven't we? mostly British English We have a car, don't we? mostly American English As for "prevent' + object + ing form of the verb, it is absolutely correct as Mr. Ehab said
